<p>FOLSOM (May 24, 2021) – The California Prison Industry Authority (CALPIA) along with the California Department of Corrections and Rehabilitation (CDCR) announced today they are expanding education and job training programs for female offenders at the Green Valley Training Center, above Folsom State Prison and the Folsom Women’s Facility.</p>
<p>In response to correctional realignment and the opening of the Folsom Women’s Facility last year, CALPIA converted all programs at the Green Valley Training Center from male to female.</p>
<p>CALPIA is launching the Computer-Aided Design (CAD) program, a certification within the Career Technical Education division that enables female offenders to learn CAD produced by software company, Autodesk, in order to design products in the manufacturing and engineering fields.</p>
<p>Graduates will work alongside CALPIA engineering staff to improve existing correctional industry product designs and to develop new products for CALPIA.</p>
<p>The new certification program will also assist offenders in obtaining jobs upon parole in Architectural, Mechanical or Engineering fields.</p>
<p>“This program ensures offenders have the job skills they need to stay on a positive path toward employment when they are released,” said CDCR Secretary and Prison Industry Board Chair, Jeff Beard.</p>
<p>This program is the first-of-its kind in the nation since it will be the only authorized Autodesk Training Center (ATC) housed at a state prison.</p>
<p>“Providing this high-tech program to female offenders is a win-win for Californians, not only will these women benefit from the training when it comes to getting a job, it reduces the likelihood they will return to prison, ultimately saving taxpayers money in the end,” said Charles Pattillo, General Manager of CALPIA.</p>
<p>The average offender costs California taxpayers $60,000 a year in state prison. With a recidivism rate of less than 15 percent, CALPIA’s CTE programs are some of CDCR’s most successful vocational training programs.</p>
<p>Last year CALPIA’s pre-apprenticeship Carpentry and Laborers programs at the Green Valley Training Center were converted from male to female offenders and the CAD program is the 3 rd of four CTE programs available for the soon-to-be paroled women. The fourth program will be a Computer Coding course set to open this year.</p>
<p>Course participants are required to have some computer experience, math skills, and have a GED, at a minimum. This course prepares the women to take an exam for certification through Autodesk in two different types of software: Autodesk Inventor (3D) and AutoCAD (2D). There are 24 participants in the classroom and the certification program takes approximately 6 months to complete.</p>
<p>According to the U.S. Department of Labor, Employment and Training Administration, there is a 10 percent increase in job growth for Mechanical Drafters with CAD certification in California and the annual average salary in this state for this occupation is $54,000.</p>

<p>Eighteen female offenders with the California Department of Corrections and Rehabilitation (CDCR) graduated from the California Prison Industry Authority’s (CALPIA) Autodesk Authorized Training Center Program in Folsom.</p>
<p>The women from the Folsom Women’s Facility participated in CALPIA’s Career Technical Education (CTE) program, which provides training in AutoCAD or Computer-Aided Design, Autodesk Revit, and Autodesk Inventor. This CTE program is the only authorized Autodesk Training Center housed at a correctional institution.</p>
<p>“The certifications the women receive in this program will help them get jobs in architectural, mechanical and/or engineering fields,” said Charles Pattillo, General Manager of CALPIA. “We want offenders to get jobs and be successful when they leave prison, we don’t want them to return.”</p>
<p>The average offender costs California taxpayers approximately $63,000 a year in state prison. CALPIA’s CTE programs are some of CDCR’s most successful vocational training programs with a cumulative recidivism rate of 7.13%.</p>
<p>“The impact that this program has is tremendous, not only changing lives and helping offenders stay on a positive path, but also helping the state save long-term costs and making communities safer for us all,” said CDCR Secretary and Prison Industry Board Chair, Jeff Beard.</p>
<p>This CTE program is made possible through a contract with CDCR along with funding from the Prison Industry Board. CALPIA launched the Computer-Aided Design (CAD) program last year, and has expanded to include Inventor and Revit produced by software company, Autodesk.</p>
<p>Course participants are required to have some computer experience, math skills, and a general education (GED) certificate at minimum. AutoCAD and Inventor are a combined curriculum that takes approximately 6 months to complete. Autodesk Revit includes a longer curriculum which takes 6 months on its own.</p>

<p>We are delighted to announce that Carpenter Millwright College (CMC) has joined Autodesk&#8217;s MTP program.  The CMC is the Canadian training institution that services the Union- Atlantic Canada Regional Council of Carpenters, Millwrights and Allied Workers (<a href="http://www.acrc.ca/">ACRC</a>) in Canada and the Union -United Brotherhood of Carpenters (<a href="https://www.carpenters.org/">UBC</a>) for short length trainings.   Both the ACRC and the UBC are affiliated with the Carpenters International Training Fund (CITF).</p>
<p class="lead">The Atlantic Canada Regional Council of Carpenters, Millwrights and Allied Workers is part of one of North America’s largest building-trades unions, with <strong>nearly half a million members</strong> in the construction and wood-products industries.</p>
<p>They are leveraging their 130-year history to prepare for tomorrow by training, educating, and representing the next generation of construction professionals and allied workers who are building Atlantic Canada.  Their mission is to stand strong for our signatory contractors and help them succeed in today’s marketplace by supplying them with motivated, knowledgeable workers who demonstrate skills, productivity, safety and a strong work ethic every day.</p>

<p class="lead">The history of the Atlantic Canada Regional Council dates back to 1884 when its first Local was formed in Halifax, Nova Scotia. In 1885, Local 83 received its charter from the United Brotherhood of Carpenters and Joiners of America and since then the UBC has continued to grow in Atlantic Canada.</p>
<p>The ACRC was formed on June 2, 2011 when delegates attending the founding meeting of the Council unanimously passed a resolution to endorse the decision of UBC General President Douglas J. McCarron to establish a new Regional Council to represent the UBC in Atlantic Canada.</p>
<p>The ACRC is the result of the consolidation of the Newfoundland and Labrador Regional Council of Carpenters, Millwrights and Allied Workers; the Nova Scotia and Prince Edward Island Regional Council of Carpenters, Millwrights and Allied Workers; the New Brunswick Regional Council of Carpenters, Millwrights and Allied Workers; and Cape Breton Carpenters’ Local 1588</p>

<p><strong>residential &amp; framing</strong> is an all-around carpenter with experience in nearly every aspect of residential construction.</p>

<p><span id="MainContent_lblPracticeDescription">Vocational training or career technical education programs in prison are designed to teach inmates about general employment skills or skills needed for specific jobs and industries. The overall goal of vocational training is to reduce inmates’ risk of recidivating by teaching them marketable skills they can use to find and retain employment following release from prison. Vocational and technical training programs can also reduce institutional problem behaviors by replacing inmates’ idle time with constructive work (Wilson, Gallagher, and MacKenzie 2000). In addition, some vocational training programs can assist in the operation of prisons by having inmates assist in institutional maintenance tasks.</span></p>
<p><strong>Practice Theory<br />
</strong>There are several obstacles that incarcerated adults must face upon their release from prison, including the prospect of unemployment. A lower level of educational attainment, an absence of a steady history of employment, and a lack of vocational skills can hinder efforts to find a job and make a decent wage. Providing educational programming and vocational training to adults while they are in prison can help them overcome these challenges by fostering the skills needed to find employment (Davis et al. 2014).</p>
<p><strong>Target Population/Eligibility<br />
</strong>The eligibility criteria to participate in vocational training will differ by institution. Correctional facilities may consider the inmate’s age, the current offense, time to release, scores on standardized tests, and any in-prison infractions, among many other factors. Some institutions require inmates to complete a certain level of education (usually a high school diploma or General Educational Development [GED]) before participating. This is to ensure that inmates have the basic skills and abilities needed to complete training (Lawrence et al. 2002).</p>
<p><strong>Practice Components<br />
</strong>Vocational education can be offered in various trade industries, including barbering, building maintenance, carpentry, electrical trades, painting, plumbing, food service/culinary arts, horticulture, custodial maintenance, upholstery, auto detailing, masonry, welding, and heating, ventilation, and air conditioning. The type of vocational training available in a prison will depend on inmates’ interests, availability of teaching staff, and funding.</p>
<p>Inmates may be connected with prospective employers through vocational training or apprenticeship programs. In addition, some vocational education programs include opportunities to work hours toward industry-recognized credentials and certificates. In a recent survey of state correctional education directors, Davis and colleagues (2014) found the most commonly reported trade certifications were in construction, occupational safety, plumbing or electrical apprenticeships, automotive service, and welding certification. More than half of the respondents also reported that they offered Microsoft Office certification, illustrating the perceived importance of teaching inmates about general computing skills. <h3 class="widget-title">Training Inmates in Autodesk CAD Programs Gain Traction</h3>

<p>The opening of a new technology training center at Folsom State Prison’s Women’s Facility in California this October marks a milestone in a three-year-old program that is the only authorized Autodesk-certified CAD training in a state prison. The center offers CAD and computer-coding classes for women preparing to leave prison, training a potential new pool of workforce talent for the engineering industry.</p>
<p>Chuck Pattillo, general manager for the California Prison Industry Authority (CALPIA), says he approached Autodesk in 2014, looking to add to CALPIA’s Career Technical Education (CTE) program. Working in collaboration with unions, CTE launched in 2006 and offers training in ironworking, general construction skills, facilities maintenance and commercial diving.</p>
<p>In 2014, CTE added computer coding to San Quentin State Prison and CAD to Folsom. “We were looking for another specialty that would transform into a job, and CAD is such an important one,” says Pattillo. “We reached out to Autodesk.”</p>
<p>The program includes AutoCAD, Inventor and Revit. Students must have some computer and math skills and a general education certificate. They also must have at least two years left on their sentence and no violations in the past six months.</p>
<p>AutoCAD and Inventor are a combined course that takes about six months to complete; Autodesk Revit also takes six months. In a presentation at Autodesk University last month, Misty Dyas, a CALPIA Autodesk-certified instructor, said 128 women have earned 160 certificates, with 29 in all three programs. Fifty have since been paroled; so far, none have returned to jail.</p>
<p>Dyas listed a dozen firms and schools for which they now work.<strong> The recidivism rate for CTE graduates is 7% as compared to nearly 50% in general, says Pattillo. When a parolee doesn’t return to jail, it saves the state $72,000 a year in housing costs, he notes.</strong> There are a variety of hiring incentive programs available in the state for potential employers.</p>
<p>Without state aid, CALPIA funds the CTE program with its revenues from products created through CALPIA programs, for $360,000 a year to train 56 inmates. Aside from CTE, CALIPA offers more than 40 other kinds of vocational training for about 8,000 offenders. CALPIA’s board in July approved an additional $12 million to bring computer coding and Autodesk CAD training to male offenders at Pelican Bay State Prison and coding to Ventura Youth Correctional Facility.</p>
